safe mode Vs normal windows

I know that certain programs or system utilities to work properly they must be run  in a dos prompt box in safe mode rather than from within windows in normal mode..  generally speaking which applications and in which circumstances  it is deemed necessary  and whether do the  checkboxes for "do not show hidden files and folders" and "hide protected operating system files" should be unticked in both environments.

they are purely viewing tools...they dont change the ability to access the files from a command line

I don't understand, could you explain more in-depth
what i mean is, those options you are discussing are simply a way to hide the files from view, if you enable them, you arent making them innaccessible, they are just hidden from view

so, other than antivirus and antispyware, would running SFC and scandisk in safe mode  be more effective?
I heard that when using any of the above in safe mode, i should also choose the "show hidden files" and uncheck "hide protected system files"? please reassure me whether do i need to all of this for removing a malicious file cause recently i failed in trying to run the sc delete "somefile" in the command prompt in safe mode. but I can't remember if i had "show hidden" on ahd "hide protected ..." off
it wouldnt make a difference either way......the deleting and mofifyig from a command prompt is not affected as long as you know the exact file

i meant that the deleting of a virus file failed. is that the result of having "do not show hidden files" enabled?
no it is not
I agree with Jay Jay70 here, the "do not show hidden files" option has no impact on deleting files like this.

If you are experiencing deleting files like this you can use a tool like Killbox which is intended to delete files in such circumstances:

http://killbox.net/

Hope this helps.

If it has no impact, then why it is recommended to Enable viewing of hidden files, system files and file extensions
when removing viruses. at least that is what i read everywhere else.

If you can see it then you cant delete it via Windows Explorer.  You can, however, still delete it via the command prompt as has been mentioned above.

i think I got it by  "If you can see it then you cant delete it via Windows Explorer" that is, unless there's a typo and you meant saying: If you cant see it then you cant delete it..."
Sorry, it was a typo - I meant : If you cant see it you cant delte it.
