Windows: Sync only new files to remote sftp server

Hi,
In windows, I have a third party program that is dumping log files into a directory every minute that I'd like to automagically upload to a remote server.
1.txt
2.txt
...

But rather than Mirror or RSync, I only want to sftp new files that have not been uploaded.  I don't know any windows programs that will only upload files that it hasn't already uploaded, but thought someone else might.. Or have a better solution for this.  Freeware/Shareware/Commercial solutions are fine, just need a solution.
