file management for cad developement

Hi, This is a question about file management .  i work in an engineering company and we have a vast amounts of files created either from autocad , jpeg photo's or other design files. These are in driectories that anyone can access and cut .move copy.  Altho this is not the best , it is really to allow work flexiblity between  projects.  This problem is people accidently move / cut files without knowing or people, drag them onto their local pcs to look at by mistake thinking the server file are still there , i therefore have to have to restore alot from backups.  my question is can i restrict the movment of files but still allow full rights to edit etc or how can i audit the pc/files to see the person who last accessed files.  I have used visual sourcesafe for develpment where you sign in and sign out files and it is registered to the person.  Does anyone one know of any equivalent for other files
