How we get first unlock row ?

Actually we have lock first row based on some codition, if first row is locked the query should return second row likewise.
Table as follows
usr_id     Batch_no     Serial_no    Status
6000        101              10001          N
6000        101              10002          N
6000        102              10001          N
6000        101              10003          N

My SQL is as follows:
Cursor C1 is
Select usr_id, batch_no, Serial_no, Status from Voucher_dtl
where usr_id = 6000
and     status = 'N'
and rownum = 1
FOR UPDATE;

this SQL working fine, but if there are more than one record is available for user 6000 and first record is locked, this query is not showing next available record untill lock release.
