Endpoint Will Not Install on Windows Vista Business

I have a Vista PC that I have been slaving over to get Symantec Endpoint Protection installed on.  I have about had it.

I have followed Symantecs guide on prepping the PC for installation.   This included such things as disabling UAC, disabling File Sharing Wizard, enabling Network Discovery, etc,.

I have pushed the client out like 20 times changing things around to try to get the client installed.  The PC does not seem to give a hoot that I am trying to install a package.  No error messages are displayed.  However when I look in the event viewer I get a message stating that the MSI Installer would not install because changes were pending to the system and a reboot is required.  The system has been restarted like 5 times.

If anyone has any help I would greatly appreciate it.
