How can I setup Centralized Management for Data Encryption on a domain

For using Data Encryption, I want to know how to Centrally Manage EFS in a domain by using one universal recovery agent. I would like to have any users in the domain administrator group (or just one domain administrator) set as a recovery agent for any files encrypted by domain users. So what ever happens to that user inthe company, I can recover that file if need be.

Any help would be greatly appreciated
