PGP in Batch

I am looking for a way to encrypt files in a batch process.  I found this...

I am confused through...
1. What is the difference/need in sign vs encrypt?
2. Can someone give me some help on how to make use of the above product (or something else) to encrypt using pgp?  

I tried doing this gpg -se -r Austin c:\test.txt and it asks me for the passphrase... sort of hard to integrate into a batch process with this.
