With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Encrypt all laptops

Similar questions have been asked, but I am hoping to compile all of my needs & see if someone can help me evaluate the best need. We are going through some government compliance requirements & have decided that full disk encyrption on all of our laptops is a must. Unfortunately, about 60 of our laptops are out of the office & very rarely (if ever) get on the VPN to connect to our network. That said, I have a few issues I am concerned about:

1) Management of keys if someone forgets theirs - I was told there are some that have a central management server that can reset a key from any internet connection without VPN connection, is that really possible?

2) Speed - If we have laptops that are 4 years old, are they going to see a drastic speed difference in boot up & read/writes?

3) Maintenance - if a laptop crashes, how can I perform forensics on it to get data - or even just slave it onto another computer to pull data off?

4) Roll-out - how do I roll this out to people that are across the world & may not be on our network?

5) Security - is it a truly secure software that will help us to avoid any finger pointing in the case of a lost or stolen laptop?

6) Is there any encryption software that is centrally managed that will sense when a USB device is plugged in (or CD is burned) & automtically encrypt it? If so, how would I enable it to be transferred within computers in our organization to ensure that it is readible by only our computers?

7) Anything with email encryption?
