GPG no longer works - basic question

My friend was using GPGEE on their Windows XP computer.
Somehow the program broke.
Where can I get general information about this.  Is there a forum?
I get the following messages when I click Verify / Decrypt on my various files.
Note: I am NOT doing this in Outlook (or other email client).  I am doing this in Windows Explorer: (not IE).

I am a complete novice on this - although I am otherwise technical.
I don't know where to begin.

One more note:  When I run GPG4WIN, it DOES see the Key that was on this PC when it still worked..
