snort and linux

i have installed redhat fedora 6 core
also have installed snort 2.6.3.1 and oikmaster
i do not have a subscription all i really need to to is get the rules in the right folder
i downloaded rules 2.4.tar.gz can anyone tell me hou to untar this file in the proper directory
im not that familiar with linux nor snort
i just need to get snort working i have program that will ship all my logs to a monitoring service
the important thing is to get snort configured with the rules that i have downloaded
