If you have installed the NTFS File System, you can create multible local user-accounts for logon, as well as you can assign rights for folders for this users.
Create a user ie. "full-access" and a user "normal-access" and assign all rights only to the user "full-access". If you logon with the user "full-access" and the corresponding password, you have normal access to this folder, if you logon with the user "half-access", you get the message "permission denied". For additional security, you can encrypt this folder , this avoids reading the folder as well for everybody, who might get access to the admininstator account.
This should solve your problem.

That's right. XP won't support this.
This would require a service like ADS (Active Directory Service).
You need to switch to a server if this is essential.
