They have turned off caching on a bank eCommerce server (cache-control: no-cache global setting in the headers section). This kills the back button which is the effect they were seeking. It also prevents sensitive bank statements from being cached to the hard drive. However, the bank statements are formatted as PDF files, and PDF files will not display if they are not cached.
Now, I suggested they try adding the cache-control:max-age = 300 (seconds) to the header of the individual page. They have yet to try it due to folks leaving early for the holiday weekend. However, if this does over ride the global setting, it will leave the person's bank statement cached on the hard drive (not what I want on my hard drive!)
Now the only references I have found about deleting cached objects refer to programatically deleting with ISA server. I do not believe they are using ISA server. Also it talks about using some API. These are Java programmers, not VB programmers.
So now for the actual question:
Does anyone now how to clear I.E. cache with an HTML statement, or with Java?

Do you want to delete this particular page or all of the cache. If it is the later people may not like that done every time they visit that site. Further more I have asked some people around me and we can't think of anyway to delete a clients cache remotely. pizzametsalami's suggestion is probably your bets bet.

You can set expirity dates in IIS. For example you can tell IIS to send a header to remove the cached pages (on the clients) in 10 minutes. Right-click "my computer", click "manage", click "services and applications", "iis". right click "default web site" and look for "content" or something like that in the tabs. There you can set the content expiration date which will remove localy cached files in x minutes.
