sounds like blaster or sasser.  check symantec for symptoms of each to identify exactly which you have.  in the meantime, when you get the message box:

start->run "shudown -a"

in the long run, you'll want to keep up-to-date with patches/fixes.  windows update is your friend.

Boot into safe mode, and run a tool like McAfee's stinger to get rid of the worm, then visit windows update and get your patches up2date.
Failing that you can, take your HD out and place it in another computer, and use McAfee Stinger to scan your drive:

If able to use safe mode, turn off system restore before you scan your drive: http://download.nai.com/products/mcafee-avert/SystemHelpDocs/DisableSysRestore.htm

Stinger is a bit out of date... try some of the norton tools found here:http://securityresponse.symantec.com/avcenter/tools.list.html
try this  one http://securityresponse.symantec.com/avcenter/venc/data/w32.sasser.removal.tool.html
and this one http://securityresponse.symantec.com/avcenter/venc/data/w32.gaobot.removal.tool.html
http://securityresponse.symantec.com/avcenter/venc/data/w32.netsky@mm.removal.tool.html
http://securityresponse.symantec.com/avcenter/venc/data/w32.welchia.worm.removal.tool.html

That make stinger a nicer product, being able to scan ton's of viri, norton only makes a tool for a few at once...

Failing that, I'd try to get a service pack installed (sp2 is out) and Ad-Aware may help you also.... not sure what the problem would be, definatly run windows update, try from safe mode (with networking) it should work I think.

In addition to the other suggestions here is another link for you.

http://securityresponse.symantec.com/avcenter/FixBlast.exe

Boot into safe mode and run utility. On a side note it sounds like a "Blaster variant".

Keep in mind that after downloading this or one of the other utilities you should disable the "LAN Connection" on the computer run the one of the above utitlities. It should find the problem.

You also need to prevent having the virus re-seeded to this computer. So before you re-enable the LAN connection you should temporarily enable the firewall on the advanced tab of the internet connection properties. If this computer is part of a LAN you need to do this on every computer.

Once this is done download and apply  security patches from Microsoft and update your Virus Defs.

I will leave it up to you to disable the firewall on the LAN connection
