Check thoroughly in the options/properties of your Norton antivirus and check if it that option be there

When I go to do a scan it only gives me the option of scanning the floppy disk not the local hard disk. I am trying to do a scan in safe mode. Why won't it give me the option to scan the local hard disk?

Win ME has FAT32, hasn't it?
You could look for the f-prot DOS antivirus program (free). If you put this program on a CD or a couple of floppies you could scan the hard drive, without using it to boot the computer. You boot from a win98 boot floppy or similar (one that has FAT32 support, anyway) and run the f-prot program. Very useful if system files or boot files have been damaged.

The whole idea behind the Corporate Edition, is that it takes a lot of the configuration (and unfortuneately control) out of the hands of the users. It's also quite possible that the user will not be able to uninstall NAVCE because they that feature is protected by a password set by an administrator.
I'd consider this... Check to see of all of the PCs are acting the same way... it could be that an automatic scan is scheduled for you (you have no choice) and manual scans have been disabled. If that is the case (I suspect it is...) then you need to talk the the administrator for the NAVCE at your organization, and tell 'em you need a less restrictive policy.

Viri are able to stop AV programs from running, but that is a first I've heard of them keeping you from seeing the HD it self... again try other tools, perhaps a viri corrupted Norton, it is possible.
