INTERNET BROUSING BECOMES SLOW ?

hi, all

I am having problem while brousing on my company PC.
Its a e-machine PC with intel celeron CPU and 256 MB ram
I have bellsouth broadband DSL connection.

My problem is, sometimes the internet becomes too slow. It's feels worst than dail-up. It takes 10 to 12 mins to open up a web page. Interestingly this is NOT always. I have observed that most of the times during first half of the day its real fast and then it goes slow for may be  2 to 3 hrs. and again in the middle of nowhere it becomes fast. I initaily thought after resetting power it goes fast but not always it did. The PC is new just 2 months old and not connected in network.
Here is what i have done so far,

1. i checked for viruses if any with the help of adware from lavasoft.
2. I have stopped / disabled all running programs just to free up some RAM space.
3. I changed westell DSL modem with different unit.
4. I called bellsouth help desk and tried different things with him,..but no luck.
one thing that i found out from bellsouth help desk is, in windows task manager,
under "performance" window, pysical memory it shows with no programs running is
260080 and available memory it shows is 126004, which normally should be less
(i.e. about 80000). I dont understand what is the reason behind this.
Kindly help me in this matter.
