Best practices on logging/auditing/monitoring OS and application log

I am Security Engineer in my company, we currently doing some stuff on logging/auditing/monitoring server log files and application log files (oracle) and etc to compliance with SOX ( sarbanes Oxley ) reguration requirements. The question is what is the best practices on collecting data,analaysis and store the data , and finaly notification. Any reference page on what data need to be captured in OS layer ,for example users activities ( logon, failed attempts to access file) and etc , and application layer (database), for example ( failed attempts to access records, access database in odd hours and etc). We are using Windows 2000 server and some Unix server. Any security expert kindly advice.

I need to know:
1. What data need to captured and monitor in the OS and application layer
2. How to analysis the data to avoid "false positives"
3. What is the best way to store the data collected , and backup plan
4. How frequent i should review the log file
