Basically the phone challenge is a way of purchasing and or reigstering a verified legal copy from the Symantec product line.
If you are running a legal copy of this software then the phone challenge should not be an issue as proof of purchase goes.

If, however you downloaded an illegal copy or you have a copy that was burned from an iffy peer to peer website (Such as Kazza) then you're most likely going to need to remove the product from your system and use the malware utilties listed below while in Safe Mode because chances are you have an infected computer.

Most likely you're talking about the activation process for Norton Antivirus.
After you install it, you will probably be given a phone number to call and an activation number (or it might be on a sticker on your CD or CD envelope. You read the number to the person and they will give you the phone challenge code which can be used to activate the product.
This is protection for Norton so people won't pirate their software, and it's protection for the consumer so they know they are buying a legitimate product.
