Broardband routing problem

I have 2 broadband circuits and 1 network. I would like to load share my traffic, but not sure where to start. one of my BB circuits is delivered by the phone line which has a contention ratio of 50:1 and is delivered by Plus Net.  This can often become very very slow.  The other BB circuit is via NTL cable.

I have a draytek 2600G router on the Plus Net circuit and a non configable cable modem on the NTL circuit.  I need some help with how to set up load shareing and seurity on the cable circuit.  I think the Plus Net curcuit is not so open as the Cable.  I have natted everything through the Draytek router.  

I have installed wingate on a XP box that has 2 interfaces, one pointing in each direction, so to add some security on the cable circuit.  Unfortunetly I cant get any of the other boxes on the network to talk to the XP gatekeeper although I can access any shares that are set.  I have never used a gatekeeper of firewall software before so I feel that I am slightly out of my depth.  Can someone help please.
