With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? A Security Teams Repsonsibilities Best Practices

This could be a tough one to prove.

Does anyone know where I can find offical documentation or atleast a notable company stating what a "security team should perform as their responsibilities as a security team" as Best Practicies?

My company has us performing so many freaking projects and tasks that are not what I believe to be true security operations but are rather operational tasks and responsibilities for other teams.  the problem is as soon as one "hears that a product enforces or promotes security, they consider the security team as the repsonsibility holder to perform and maintain. An example is Anti-virus and spam filtering. becuase these tasks promote security within the infrastructure, they are the Security Teams repsonsibilities.

Again if anyone can point me to a site or company that truly states as best practive what the confines of responsibilities for a security team really is, I would be most appreicative. Right now, the company is essentially performing a DoS on its own security team loading us with so much trash tasks that we cannot perform real security monitoring.
