Turning off MOST of IE but not all useing Group Policy

OK Guys this is a good one. First I have several user groups which I'd like to shut down internet access to using only Group policy. Here's the kicker, they need email (we use POP3), and we have 3 links on their desktops which lead to apps over the internet, accessed via the browser. Once in these apps the browsers address bar is visible. I tried to find a setting to hide it but no luck. Am I missing this setting?  These people DO NOT need to be surfing the web. Can this be done simply using Group Policies? We also have some inhouse browser based apps to.

Topology: 2003 stander server; XPPro and 2000 Clients. Browser is a mix of IE 6&7.
