With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Secure logins to server farm servers

Need to define a security policy to udnertake remote logins to (largely windows) servers by my network / server admins. We have identified a subnet within our IP Schema that's called as a management VLAN and all management workstations need to sit in their whose login / logout activities are logged but it's becoming too cumbersome for our admins to undertake the admin activities from there.

I was thinking of putting a windows terminal Server in than VLAN and granting access to that terminal server to all my server admins. They login to this terminal server and then undertake the mstsc to the required server they need to administer. On the core switch, we will put an access list which will restrict rdp sessions from everywhere to the server VLAN except from management VLAN.

Is this the right way to undertake secure remote (LAN only) access to servers? Any other designs?
