A friend has asked me to find a solution to be able to do this.
He wants to be able to do this since Craigslist now requires that users authenticate themselves by providing a phone number that the Craigslist website will then call or send an SMS text message to in order to validate a person's identity when they post certain types of adds on Craigslist.
This person would like to be able to do this strictly through a website, without providing his personal cell phone number and without using the Google Voice service (which simply forwards phone calls and SMS text messages to another phone number).
What sort of websites or other solutions are available to do this?

That would violate the authentication with Craigslist. They're not doing it to play games.
They do it because people are being dishonest and trying to hide their identity.
In that line of reasoning, providing you with information on how to falsify information or thwart security measures is not allowed on Experts Exchange.
If you don't want to give your real phone number, then don't use the service.
There are enough liars and cheats. Don't need more.
If you're legit, it's probably best to stay away from requests like that.

"Due in part to the growth of craigslist, businesses have sprung up selling software and other services designed to evade craigslists terms of use, and to circumvent its technical defenses against misuse, including phone verification. By offering services designed to undermine craigslists ability to enforce its terms of use, these businesses facilitate the placement of ads for illegal services that would otherwise be blocked by craigslists protective measures. craigslist has no tolerance for these activities and has filed 14 lawsuits and is sending cease and desist demands to numerous other companies and individuals offering such services. In addition, craigslist will investigate and provide information to state attorneys general for the prosecution of those engaging in and facilitating criminal activity."

Would something like k7 (www.k7.net) or j2 (www.j2.com) work for you?
I think they do faxes and voicemail, not sure about SMS though.
