No that does not work. These sites are on different subnets and I get errors when trying to open shares via unc path. It does not work with ip address either.

I need a couple of users from site A to be able to access file servers on site B's subnet and vise versa. How can I make this permisable for the traffic to flow with minimal impact to security?

Your routing or firewall rules are likely blocking the access. You can use Nmap or other scanners to scan from one subnet to the other, at a minimum port 445 needs to be open to the subnet your trying to reach, you don't have to open it to all hosts, but that is an option. If you want to terminal service/Remote Desktop to the other subnets port 3389(by default) needs to be open.

Since a domain is concidered to be a security boundary, you are not crossing any security boundaries - all three sites are in one boundary. All that is left to configure is share and NTFS permissions on file servers.
