shell access granted w/o passwork during "lock screen"

I have this shortcut where one can press ctl-alt-backspace to close X and return to the shell.  While running X, the 'lock screen' mode is supposed to prevent access until the user's password is provided.  However, when the screen is locked, I can still do a ctl-alt-backspace .. forcing all the programs on X to close, and getting the prompt.

Any ideas on how this can be fixed? (I'd like the ctl-alt-backspace to do nothing when the screen is locked)
