you may remove its coin-cell battery for at least 1 min to restore default BIOS settings, including the BIOS password.
the following DELL document gives the instruction in details. it is for Inspiron" 700m/710m, you may search for your model if necessary. commonly, the procedure is same.

To obtain the password, you have to call Dell technical support line on 800-624-9896. Provide the system ID or the Service tag. After verifying information that validates the purchase of unit, tech support would give in the master password. Type in the master password and then hold down the <CTRL> and <Enter> keys at the same time. This would clear all the passwords.

You can try removing all boot devices, booting and hitting F2 when prompted.
A more invasive measure would be to open the case and remove the bios battery for a long 30 count to erase all settings.
Or call (or go online) with Dell tech support. Online would probably be best.
