Remove and add to the Domain. This can happen after cached credentials are 90 days old.

Remote User's Domain Login gets message: System could not log you on. Domain XXX not available.
Remote user's laptop that was originally setup on our domain. (Perhaps after automatic updates) seems to have lost locally cached security credentials. Use cannot login. Using local administrator login: I've setup VPN (and verified VPN worked.) Then [x] Login using Dial-up networking & selected the VPN-name. It tries... in about 40 seconds, same message. "The system could not log you on Domain XXX not available."

SOLUTION: Installed Hamachi as SERVICE and made it AutoStart under local admin credentials. (See weblink below) Created a Hamachi Network where both the laptop and Domain Controller were both members. Rebooted. Logged in as normal -- but this time -- the Hamachi tunnel made the remote laptop seem like is was already on the Domain Controller's LAN. SUCCESS!
