NTFS Permission Recovery

Hi,
I have one folder which is HR department folder and we assigned permission to users to access that folder.
After 3-4 days users complained that they are not able to access that folder and earlier there were able to access it.
We checked their permission and found that someone removed their permission on that folder.
Now we want to know who removed their permission and also is there any tool available which can recover lots NTFS permission back.
Auditing is not enabled on drive or on that folder but still we want to know who did this as that folder is very very critical.
I request you to please help me in this case and let me know if there is any tool available to recover lost NTFS permissions and get the information about that person who removed their permission.
