With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? How can I use the Security Compliance Management Toolkit

Hi, My servers are all on Microsoft Server 2003 R2. I have:
1 Domain Controller (plus secondary DC)
2 File Servers
1 Application / SQL server

I woulld like to achieve the following using GPO:
1) Harden the server
2) Setup Audit Trails (to show changes made to files, users who logged int the servers, unsuccessful attempts)
3) Setup a hard password policy on the local servers and on the domain users.
4) Setup account lockout policies

I've downloaded the Microsoft Security Compliance Management Toolkit but not sure how to proceed. Could someone give me a step by step on how I should use the DCM Configuration Pack, GPO Acelerator, the INF Files etc. .
