KB 822774 patch/hotfix install problems

I am trying to instal lthe hotfix file 127420_ENU_i386_zip.exe  from KB article number 822774 from Microsoft on a Windows 2003 Standard Edition 32-bit SP2 OS.  I receive the following error when I attempt to run the hotfix "setup could not find the update.inf file needed to update your system".

There is a update.inf file embedded within folders under the Windows folder...  Doesn't matter where I stick it....  Tried the net start Cryptographic Service...bit it was already started.  Shutdown all antivirus/firewalls during this attempt.
