Trouble installing Secrutiy Configuration Wizard (SCW) Server 2003 RC2 SP2

I installed and ran SCW  with all defaults and it ended up erasing all my firewall port  settings and added no new ports,  even through it listed that multiple ports would be opened.   It seems that SCW does not work on Windows Server 2003 RC2 SP2
Can anyone confirm or is there something I am missing?   I have done a search on issues with SCW but have come up with little.
