Program won't run unless I am an administrator

I have an old program we use for forms. all the files for this program are in one folder that you put in the root of c. you paste a shortcut on the desktopo to the .exe and it runs. there is no install for this thing. its very old. people can only run it when you make them an admin. there are 4 dll's in the folder that came with the program. when a regular user clicks the exe the error.
"Failed to initialize TLCACHE.DLL" displays.
i have given users full rights to the folder and everything in it. this error still comes up.
any ideas on how to make this program run without giving users admin priviledges?
