*.ocx files do not register with Dllregisteserver in Windows 7 Pro

I need to register a number of *ocx type files to run an application otherwise I get the bottom screen message of the attached pdf
When I run regsvr32.exe filename.ocx I get the center screen messages (see attached pdf)
Any suggestions as to what prevents the registration ?
