i am using fargo hdp5000 but the manual i have has nothing on smartcards reading and writing

If the issue is that time critical I highly recommend contacting Fargo. If there is a method they will know it, if there isn't they can tell you that and maybe offer a suggestion for recommended software or an add on module that can.

This should be a software function of many card printers/encoders. If you are not able to find this in the instruction manual, I would suggest contacting the manufacturer to make sure they support it.
