Telnet Demon Security

I am a absolute beginner when it comes to Unix...so please bare with me.  I do, however, know routing and Microsoft networks very well.  

So here's my problem.  We have just set up a new Small Business Server (Windows 2000) network that also has a Unix Server on the same subnet.  The particular application running on the Unix server needs to be telneted into by all of it's users.  The telnet works fine on the local subnet (that the Unix box and all other machines on site reside on).  However, we can not get anything to telnet through the router (from any other subnet or from the internet).  Yes...port 23 is open with a static route programmed in it to the Unix box's IP.

A friend told me that there probably is a telnet demon that is blocking access to the new IP Address.  The owner's of the network just went from a dynamic IP to a static IP with the broadband connection (different of course from the dynamic range that they had before).

How would I find out if this Unix box is denying access to the new IP address?
