How to implement sudo (sudo -s) in trusted HP-UX server?

Hi,
 
We're running  B.11.23 U ia64 (itanium) in trusted mode
(/etc/shadow is not present)
 
How can we set up sudo?  I've seen Solaris servers in my
ex-job where sudo is set up & an ordinary Unix id that's
in the correct grouping could just do "sudo -s" to gain
root privilege.
 
I'm doing this to overcome the frequent root id being locked
& yet still comply to audit.  Can't have a backup root account
as this is non-compliant.
