Lockdown administrator account password

My company uses windows 2000 advansed server. I am responsible for the security of the servers. At each of the servers, the local administrators group contains many engineers who are working on different services provided by the server.

How do I prevent the local administartor account password from being changed by other administrators?

I know MS does not support admnlock.exe anymore. Hope there are other tools can help on this.
