Windows could not set the security on Group Policy Events

Have windows 2000 server environment and have several 2000 pro clients which work fin.  Recently installed 2 clients with windows xp professional and both log on to the desktop and I see the network fine, but system is really slow bringing up the desktop and this is the error in the Event Viewer:
