missing operating system while installing windows xp

I have been trying to install windows xp to my new harddisc for 3 days now. And I keep getting the same error when the system reboots and should get to the GUI items.
I boot from the win xp cd and install to the new harddisc. Usually I have only the relevant hd inserted. But I have also tried installing from my other older HD on which there is a win98 installed.
Here are things I have tried:
- boot from a disc (win98 startup-disc) and install from there
- disable UDMA
- checked the boot.ini file
- made the partition active using fdisk
             That was the only way i got a bootsect.dos file btw
- checked bootsequence in bios
- tried using Fat32 and ntfs

I have not checked hardware compatibility since I had a win xp installation on another HD which is ruined now and I still have the same hardware. I even use the same CD.

only the harddisc is different:
I had a maxtor diamondmax plus 9 80gb
and I now have a maxtor diamondmax plus 9 120gb 8mb cache which gets very hot rather quickly. But I doubt that it is defect since I can see the files if I use a FAT32
partition.
One strange thing is that Partition magic 7.0 does not find the new HD - it only finds the old one (with win98 on it)
