Internet Explorer Home Page Problem

Something is resetting my homepage on Internet Explorer to a page that opens my CDROM and says that, if my CDROM has just opened then I have a security problem.  It then hits me with popups and advertises for STOPZillacom to stop popups. I can reset the homepage, but after restart, my homepage is again set to this site.

How can I stop my homepage from being reset to this site after restart, and how do I stop someone from being able to do this again.
