1&2, disable the run option of the startmenu, and remove the commandline utility on every machine..
3: You wont be able to restrict all installs without making it impossible to use the machine.. Thats MS for you!
But start by denying them install in policy,and giving them max "user" level on the computers..

Windows XP and Server 2003 have enhanced options for Software Restrictions. These can be used to specify exactly these applications that the users are allowed to run. By implementing such a strategy you are able to realize the 3 points mentioned in your question too. But of course it needs a lot of planning to introduce such a group policy.

In W2K and even NT4 environment you will be able to define policies that allow only starting specified applications. But on these operating systems you have to do additional work as mentioned before: Disabling run option and cmd.exe and so on. That's necessary because on W2K and NT the software restrictions will only work if they are launched from startmenu or Windows explorer. If you try to start an restricted application from the command line it will still work. This behaviour was improved in Windows XP and Server 2003.

Non admin Users cant install most software anyway.  

You can deny access to the registry via group policy or via the registry - http://www.winguides.com/registry/display.php?id=190&filter=plain

You can use group policy to prevent a user running the net.exe application and this will prevent them using net send (and all the other net commands too).  I dont think you can specifically prevent net send while allowing other net commands.

It's impossible to explain step by step because
- group policies are a wide theme
- I don't know which applications your users should be allowed to run,
- whether there are different OU's with different settings
- ....

I wouldn't recommend to imlement group policies in a company network until your administrators do really know what they are doing.

I would agree that it is not possible to provide a step by step guide to implementing a group policy to achieve this.  The solutions I mentioned above could be implimented on each client (via gpedit) or via GP at domain/OU level.  Preventing access to the registry could be acheived via the registry on each client or via a script.
