I ran into this last week.
MalWare Restrictions for IE
While attempting to right click on IE Properties the message:
Operation has been cancelled due to restrictions in effect on this computer. Contact you system administrator.
Run CWShredder (Apps\Malware folder)
Run this registry hack to restore IE property tabs and to remove restrictions. (Apps\Malware\IE Restore Tabs folder).
Then do this:
1)Clear your IE cache and temp files.
2) Run in this order updated versions of SpyBot and AdAware. Utilize the "immunize" feature on SpyBot after you have scanned.
3) Reboot your pc. Run SpyBot once again.
4) Launch IE to test.
