Because of the way the system is set up, the most important variable in this equation is you. Security overview of directory structure

I am looking for the following solution. In batch or with a software packet doesn't matter.
We have a directory structure with a number of directories, where as usual a number of users have access to.
Now i want a solution to place a txt or a html file directly into the root of each first subdirectory, displaying a list of users who have access to this folder and what type of access.
So I need the NTFS permission of that dir.
To explain a little bit more in detail:
I have a share called Public with the following structure:
PUBLIC
     |-> Financial
     |-> IT
     |-> Supervisors

etc...

Now I want a file in every first directory of Public with the appropriate listing.
E.g. file permission.txt in \\Public\Financial would look like this:
      John Doe: Full Control
      Ricky: Read
      Jeff: Change

I already tried a number of tools including Dumpacl, SubinACL, Setacl, .... all with no good result.
The best result I got was with Showacls from the 2k resource kit, but the display of the rights won't be very handy for a common user.
For example: this would be the output with Showacls of the financial directory:
                DOMAIN\John Doe      Change [RWXD]
                DOMAIN\John Doe      Special Access [Swa]
                DOMAIN\John Doe      Read [RX]
                DOMAIN\Ricky            Full Control [ALL]
                DOMAIN\John Doe      Read [RX]
                DOMAIN\Ricky              Full Control [ALL]
                DOMAIN\Jeff  Read        [RX]
                DOMAIN\Ricky             Full Control [ALL]

In this way, no normal user would be able to find out exactly which access he has, so you might see that this is confusing.
