you can also try hitting CTRL+Alt+DEL twice on the welcome screen and can enter your useraname and leave the passwrod field blank if there is no password assigned to the user, otherwise enter the password and hit enter..... system should log you in the system....... OR you can boot in safemode as craizlee suggested to enter into the system! :)
Once you get enter there, re-enable your accoutns back..... and then for getting rid of Welcome screen which appears after the installation of .Net Framework use the suggestions from any of the links below! :)

Boot into safemode command line.
Add a user by typing:
net user newusername newpassword /add
net localgroup administrators newusername /add
Reboot and use the account you just created and re-enable which ever account you need.
