Spyware removal not working

This problem keeps recurring: some PCs on our network get spyware/adware on them that just keeps coming back no matter what I do.  I've done hijackthis numerous times (see log file below) and removed all of them that it recommends.  MicroSoft spyware removal finds lots of spyware and says it has removed it, but the next sweep finds exactly the same stuff as before.  Norton AV finds tons of spyware, too, but it just gives up and says it can't do anything about it. Programs I take out of startup in msconfig keep coming back.  How can I keep this out for good?  I'm fixin to get desperate!
