The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? restoring control panel after disabling it in group policy editor- gpedit.msc-windows XP

Type GPEDIT.MSC from the Run box.
Navigate to User Configuration>Administrative Templates>Control Panel:Prohibit Access to the Control Panel=enabled.

Directly after you do this, make sure to remove the Read access for the Administrator Group (local) to the %sytemroot%\sytem32\Group Policy folder (it's hidden).  You'll need to take Ownership of this folder again and add the Read permission back for Administrators to edit anything else later on.

If you don't do this, then the Administrator also has no access.

The above is the accepted answer from a question, "how to prevent access to control panel on a local machine" (admin's included). My question: what are the precise steps to invoke the second part "Directly after you do this..remove Read access for the Admin Group and take Ownership for this folder (how do i do that?). Basically, I only want the administator to have access to control panel on a local machine (no domain exists and probably never will in this case). Also, is there another method to "restore" control panel icons, or a different way to access control panel via "run". I may have problems if I can't restore control panel to the admin. In short, I disable control panel and didn't do the other stuff because I was unaware I needed to and the Microsoft website didn't bother to warn me about this issue.
