As you have a domain inplace you can use the GPO to set the desired auditing option. The advantage setting at the Domain level is you won't need to visit each PC to enable auditing.
The GPO to specify what you need is located here Computer Configuration\Windows Settings\Security Settings\Local Policies\Audit Policy
If unfamiliar with GPO's take a look here

I'd use a VBscript to get the PasswordAge property of the local Administrator's account.
That way you'd be able to tell exactly when the password was changed.

This would only be logged in the security log in Event Viewer if you had auditing enabled. Do you have auditing enabled?
