Add and Change Computers to a Domain

I have a group that I would like to grant access to so that they can add computers to the domain.  This part is easy.  However my problem is that they cannot add a computer to the domain if the computer name already exists (happens when reloading a crashed machine); it must be deleted first.  I don't want them to use a script to delete nor do I want them to contact a domain admin.  I want them to be able to add a computer to the domain even if that name already exists.  The only way I've found for them to achieve this is to grant "Full Control" for them over the "Computers" container.  What security risks do I have leaving them with "Full Control" just over the "Computers" container and what other ways are there around this?
