Using the XP recovery console "Access is denied" when I try to CD C:\WINNT

After I installed XP SP2 and all updates three times my computer was working
fine except for a few lost WORD files. I then used a program called "registry booster"
to find errors and correct registry problems. The computer ran OK. Then I used the DEFRAG
REGISTRY utility of "registry booster". When I tried to reboot, XP came up about half way.
I then tried to to use the START menu everything but the background disappeared.

After trying some restore points to no avail, I booted up using the XP recovery/repair console.
In the C:\WINNT directory I renamed the C:\WINNT\SYSTEM32 to C:\WINNT\SYSTEM31
and then renamed C:\WINNT\SYSTEM3S to C:\WINNT\SYSTEM32 as I thought it was a previous version that might work but didn't. Apparently C:\WINNT\SYSTEM3S was empty. WhenI tried starting windos I got a message that C:\WINNT\HAL.DLL was missing or corrupted.

So, I thought I could just use the recovery console and reverse the renaming that I did and at least to get back to where I could install SP2 again and save some of my installed programs.

Well, I could not get back to the C:WINNT directory because "ACCESS IS DENIED" when I enter
"CD C:\WINNT".

Help! Short of installing XP from scratch and losing my previously installed files is there a way of  getting access to C:\WINNT?
