Event ID: 560 Filling up Security Log

This Security Event is filling up the our log.  I have administrative rights on this 2000 Windows Server running IIS.  This event occurs whether I am logged in or not.  I have re-applied Full Control to my Username to the root of C, D, and E just for grins and I still get the error.  I have added myself explicit Full Control to the Winlogon.exe Security Permissions to eliminate that as well.  Can someone give me some insight on this problem and a way to correct it?  Thank You
