I get UDP Port Scan

Hi experts,

Recently my firewall softweare reports that there have been attackers scanning my local machine's UDP open ports. The ip address of those are all from the same, the DNS server of my ISP's.

Does this mean that a worker from the ISP is trying to hack my computer, or could it be by anybody just through the ISP's network?

Also, I'm wondering that what is my router doing? Isn't it supposed to block any intrusions before they reach the PC?
